“The previous declaration cannot be cancelled..." or "The presenter is not authorized to cancel the Declaration”.

This error may appear when submitting a declaration from the online form when a declaration is already registered and the current filer (a social collaborator other than the one of the initial declaration) does not have sufficient permissions to submit this new declaration. 

This new presenter must be authorized to carry out the procedure. There will also be no problems with presentation if it is presented by the owner or the original social collaborator.
