Section V: Appropriate level of competence or professional qualifications

This section addresses the criteria for the appropriate level of competence or professional qualifications for the AEO. You only need to complete it if you are applying for the AEOC.
In order to meet the criterion mentioned in Article 27 of the AE CAU, you or the person in charge of your customs affairs must satisfy one of the following practical levels of competence: Demonstrated practical experience of at least three years in customs matters or a quality standard relating to customs matters adopted by a European standardisation body. Alternatively, the applicant or the person responsible for the applicant's customs affairs must have successfully completed training on coherent and relevant customs legislation to the extent of their involvement in customs-related activities, provided by any of the entities listed in Article 27(1)(b) of the CAU AE.
In this context, the person responsible for customs matters is the person mentioned in point 1.1.3 of the CAE and its Explanatory Notes.
5.1.1.
Possible ways of proving the minimum three years' practical experience are indicated in section 2.IV.2.1 of the AEO Guidelines.
5.1.2.
At the time the Explanatory Notes were drafted, the development of quality standards relating to customs matters adopted by a European standardisation body had not been completed.
5.2.1.
Regarding training in customs legislation that is consistent and relevant to the degree of participation in customs activities, it should be noted that it cannot be offered in all Member States. The economic operator can undergo training in any EU Member State.
