Guide for the transfer of tax information electronically to Public Administrations for the exercise of their powers (PROTGEN)

3.1.3. Request and receipt of tax information

  1. Request

Through the Electronic Office, access is provided to the application Immediate transfer of information (CESII): Request New window . To enter, you will need to authenticate yourself with the corresponding electronic certificate. The application includes a tutorial.

In short, the application is divided into three steps or screens: 1. Select supply > 2. Fill out application > 3. Send request.

The first screen will display the applicant's information ( NIF and the name of the organization and the user) extracted from the electronic access certificate and, in addition, offers a list of the types of information that the user is authorized to have. The user must select one of the supplies for which he or she is authorized. The “purpose” field, which is mandatory, will include the reason for the transfer.

The second screen again displays applicant information and also provides and requires application information. This screen allows the loading of the identification data of each taxpayer for whom information is requested. The request will consist of a list of records in which each taxpayer will be identified with a row (understood as a NIF followed by the full name or company name. In the case of natural persons, the following must be recorded in this order: first surname, second surname and first name, leaving a blank space between them), and it can be done in two ways (none of them exclusive):

    • Importing a file with “.csv” format. When the import is complete, its contents are displayed in the “Content” field. It is not necessary to use any special program to prepare the file. Directly from Excel you can save the document as a “.csv” file (The csv file is a simple type of document to represent data in table form: Columns are separated by semicolons, and rows by newlines. If you are working with Excel, you can save the file with the “.csv” extension. In turn, a “.csv” file can be opened with the Excel program, displaying the information as a table).

    • By writing directly, in the “Content” text field, a NIF (at least) or several NIF one per row, separating the NIF from the full name with a semicolon.

Depending on the selected supply, the maximum number of records requested in each request will vary. This number will be specified in the web application.

The third screen includes a section with the main details of the shipment:

    • Supply: name of the selected supply.

    • Tax year: fiscal year to which the information refers.

    • Purpose: reason for the transfer of information.

    • Number of shipment records: total number of records requested (number of taxpayers from whom information is requested).

By clicking on “Submit request” the process will begin. Once this has been completed, the application will offer the user the possible actions that he can choose for the file returned with the information.

  2. Reply

    The answer is obtained immediately.

The returned file is in “.csv” format. It can be viewed in Excel. The fields are separated into columns and well identified. A first row is included that describes the concept of each of the columns; That is, a self-explanatory file is returned. Each row below contains information related to each taxpayer.

As they are structured data, they can be incorporated into automated systems of the receiving organization.
