Billing records: annulment
There may be several cases of error, with different possible solutions (cancellation, corrective invoices, etc.), for which the Regulation provides for cancellation billing records and also, in the billing record of registration, an "invoice type" field, in which different types of corrective invoices would be incorporated.
Specifically, with regard to the “Cancellation Billing Record”, article 11.2.c) et seq. of the RRSIF requires certain mentions that identify the high billing record that is cancelled.
The details on how to encode this type of errors will be regulated in the OM that develops the RRSIF .
Yes. From a substantive point of view, if invoices have been issued, even if they are incorrect, they must be maintained, with their corresponding numbering, without prejudice to their subsequent cancellation and replacement by new, correct invoices.
As regards billing systems ( RRSIF ), the “Registration billing records” must be kept in the system, even if they are incorrect, and a “cancellation billing record” must be generated linked to the cancelled registration record. Both must appear on the billing lists, in order to preserve the integrity of the record chain.
