Entry into force of the definitive period of the NCTS5 transit declaration system

On January 20, 2025 at 23:59:59 (time UTC ) the provisional period of the NCTS5 system will end, and the definitive period will begin, during which the conditions relating to the data of the transit declarations for said period will begin to apply. This definitive period begins at the same time in all member States of the Common Transit Convention and for all operators operating in these countries.
Due to the one-hour time difference between peninsular Spanish time (CET) and the time marked as the start of the definitive period (UTC), the Spanish NCTS5 transit system will be unavailable to receive new declarations from 23:59:59 on 20/01/2025 until 01:00:00 on 21/01/2025, peninsular time (CET). That is, during that hour of unavailability, messages CC015CEnt, CC170CEnt, and CCTNNCEnt will not be admitted. The rest of the messages are not affected by the unavailability.

In this way, operators will be able to send declarations in provisional period format until 23:59:59 on 20/01/2025 peninsular time. And from 01:00:00 on 01/21/2025 peninsular time, they must send their declarations in the final format. It is recalled the importance of the moment in which the system enters its final state and that it is important that all operators have their systems correctly configured to validate the rules and conditions based on that date, with all the declarations admitted on January 21, 2025 having to be in the format of the final period.

To determine whether a return should follow the rules of the provisional period or those of the definitive period, one must base oneself on the comparison of the date of admission of the return against the date of entry into the definitive period.

Furthermore, it is important to remember that when a transit declared in a definitive period must include export declarations, these must be recorded in the Previous document at the House level and up to a maximum of one export for each house. Therefore, if several export declarations are to be included in the transit declaration, the transit must have at least as many houses as exports are to be included, one in each house. Other important changes to the definitive period declarations are that transport documents must be included at the Consignment level or at the House level, and that the Country Of Dispatch is a mandatory field.

On January 10, an Information Note was published on the contingency plan for possible failures that could occur on January 21 in some of the national systems of the other member States of the Common Transit Convention.
