Subsection 6.3: Access to the facilities

In order to prevent the tampering of goods, the applicant shall implement, in accordance with Article 28(1)(b) of the AE CAU, appropriate measures to prevent unauthorized access to offices, dispatch areas, loading docks, loading areas and other relevant locations.

6.3.1, a) and b)

Briefly describe the process, clarifying, where appropriate, whether specific processes apply in certain establishments. If the request relates to several establishments, it may be helpful to describe or provide an overview of them. Your procedures should document who has access to different areas, buildings, and rooms and how that access is controlled, for example, whether keypads or magnetic cards are used. Access restriction must be made taking into account the risk and threat assessment mentioned in question 6.1.2, a).

Your systems must be able to record any unauthorized access attempts and track them.
Describe the system used to identify staff and to distinguish them from visitors, e.g., ID cards.

6.3.2. a) and b)

The data you provide in your response should refer to the risk and threat assessment described in question 6.1.2. a) and b). You must include information about any collaborations you have had with other security/law enforcement agencies that have shared their expertise in these areas with you.

6.3.3

Make a plan of the company's facilities available to customs authorities. Although this requirement is not mandatory, it will facilitate audit preparation and reduce the time required for site visits.

This plan may consist of an image of your facilities via satellite or the Internet, if available.

Every image or plan submitted must bear the date it was taken or drawn and be clearly identifiable in some other way, so that it can provide an audit trail for obtaining AEO authorization.

6.3.4

Pay particular attention to companies that operate on your premises as mere tenants and do not make deliveries to you or on your behalf. These tenant companies may pose specific security concerns, so you may want to briefly describe any measures that provide separate access and demarcation of the space occupied by their premises.
