Subsection 6.9: Loading of goods

6.9.1, a) and b), and 6.9.2, a), b) and c)

Personnel must be assigned to supervise the loading of goods to prevent them from being loaded unattended or not at all. Your procedures must provide for:

  • the designation of personnel responsible for receiving the driver and loading the goods,
  • ensuring that staff are present at all times,
  • the procedure to be followed in the event that the person in charge is unavailable (e.g. appointment of substitutes),
  • the guarantee that loading is only carried out in the presence of the authorized person in charge,
  • the weighing, counting, measuring and marking of goods,
  • the treatment of discrepancies or irregularities,
  • the application of seals and the recording of this activity in documents/files, so that there is evidence that the seals have been applied to the appropriate goods, comply with established standards and are applied in accordance with legal requirements,
  • the recording in their records of the transport documents and customs documents accompanying the goods,
  • Comparison of the goods with the accompanying customs and transport documents,
  • the record of the execution and results of the controls,
  • notification to the customs authorities, where required, of the release of the goods to enable them to carry out the necessary controls,
  • information to the sales/administration department on the departure of goods,
  • how (according to which documents), when and by whom the loaded goods are recorded in the stock register,
  • checking the goods against loading lists and sales orders,
  • recording the withdrawal of goods from the warehouse as soon as possible after the departure of the goods,
  • the acknowledgment of receipt of goods and notification of any irregularities by its customers,
  • proof of export, where applicable.

6.9.3

You only need to answer this question if your customers have agreed with you to apply certain specific requirements, for example, specific sealing, packaging, and labeling of all goods for X-ray screening. In this case, your employees must be informed of these agreements, and you must include management and supervisory controls in your procedures to ensure that they comply with these requirements. Procedures should be reviewed and updated regularly.

6.9.7

Evidence submitted in relation to this section should refer to the relevant area of the risk and threat assessment described in question 6.1.2 (a) and (b).

Irregularities may include customer returns, the use of unauthorized drivers, the breaking of anti-tampering devices, etc.
