Taxes are amounts of money that citizens are required by law to pay so that public administrations (the State, Autonomous Communities, Municipalities) have sufficient resources to finance the satisfaction of public needs. Public spending is the use of public funds to satisfy public needs. Public spending must be governed by the principle of equity and serves a function of income redistribution. Every year, the State (and the Autonomous Communities and Municipalities) calculate how much money they will receive and determine how they will spend it. They are the public budgets.
